What is the Marilyn Ridge Home Owners
Association?
The Marilyn Ridge Home Owners Association
(HOA) is a sanctioned body made up of the residents of the
Marilyn Ridge development for the purpose of maintaining,
enhancing and protecting the common areas and other interests
of the neighborhood. The Association is operated under the
direction of a board
of directors and members. This HOA
board is a volunteer group of concerned home
owners who look out for the interests and well-being of
the neighborhood in regard to such issues as safety, community,
maintenance and repair, covenant enforcement, general expenses
and neighborhood improvements.
What are the duties of the HOA?
The HOA is authorized to act on behalf
of the individual Owners in all matters pertaining to a)
the maintenance, repair, and replacement of the Common Areas
and Private Lanes, b) the determination of Common Expenses,
and c) the collection of annual and special Assessments.
The Association shall also have the right, but not the obligation,
to act on behalf of any Owner or Owners in seeking enforcement
of the terms, covenants, conditions and restrictions contained
in the Declaration.

How can I participate in my HOA?
You don't have to be an HOA Board member to
do great things in your community. If you see a need and
would be interested in helping out, please contact any of
your Board members and let us know. Would you be interested
in heading up a group to mow lawns for the elderly in our
community? Would you like to be involved in a neighborhood
Crime Watch network? Do you have a great idea for a fun
community event? Let us know how you would like to be involved
and we'll do our very best to help you accomplish your goals!
Can I attend Board meetings?
Absolutely! Remember, you are the
HOA. Board members are only individuals who have volunteered
to act on your behalf in a more official and commited capacity.
If you as a member of the HOA wish to join us for a Board
meeting, you are absolutely welcome to do so. All you have
to do is contact our representative at Omni Property Management,
Gretchen
Lough, to reserve a seat at the meeting. We ask that
you please reserve your a seat at least 48
hours in advance. If you have a question or concern,
please submit it in writing along with your RSVP so we can
look into your question or concern and bring you the very
best information we possibly can at the meeting.
Can I actually participate in Board meetings?
Actually, to a certain degree... yes. The
Board always has standard business to tend to during Board
meetings, but if you submit a question or concern in writing
48 hours before a Board meeting, the Board will be happy
to address it. The Board would also be happy to give any
neighbor some time to express their ideas, suggestions,
questions, or concerns if a request for this is made when
the quesiton or concern is submitted.

Why did HOA Dues Increase in 2007?
During 2006, yearly dues for perimeter and
interior owners were $140 and $180, respectively. For 2007,
the Board has determined to increase dues by $35, which
would bring the total to $175 for perimeter and $215 for
interior lots. The reason for this increase in HOA dues
is two fold; (A) While we were under C.P. Morgan, the community
was able to reap the benefits of “volume discounts”
C.P. Morgan had with certain vendors. Since we will no longer
be associated with C.P. Morgan, we had to solicit new bids
and vendors, which ultimately were not as cost efficient
when compared to C.P. Morgan’s volume pricing. (B)
During the last two years, Marilyn Ridge has been operating
at a loss and C.P. Morgan has had to supplement the difference
in revenues and expenses. Since we will no longer be associated
with C.P. Morgan, our community will not be able to depend
on them to assist us in the case of a short fall. Thus,
the Board ultimately came to the decision that a $35 increase
in dues was needed to keep the Marilyn Ridge community up
to the level of expectations and standards C.P. Morgan has
set and our fellow homeowners bought into.
Also, our 2007 Operating Budget includes a
Capital Improvement Reserve. The Capital Improvement Reserve
will be an account set up for the future replacement of
community assets (playground equipment, park benches, etc.)
or a large unanticipated expense, which could not have been
anticipated. In addition, this fund will not be able to
be used by the Board without your approval.
Will HOA dues for 2008 Increase again?
When budgeting for 2007, the Marilyn Ridge
HOA Board worked under the thought process that dues would
remain constant for 2008. However, if the community decides
they would like to invest in capital improvement projects
throughout the community, there is a chance dues would increase
for 2008. In addition, the Board can not forecast 2008 pricing
with 100% accuracy and significant increases in pricing
would also be a reason for 2008 dues to increase.
What happens to unused monies in the
2007 budget?
If the Board has unused monies at the end
of 2007 from budgeted items, the remainder of the monies
will be returned to homeowners as part of a credit towards
2008 HOA dues.
My property was damaged from construction
workers in the community. What do I do?
If your property is damaged by construction
workers in the community, please call C.P. Morgan’s
corporate office to report the problem. It is C.P. Morgan’s
responsibility, when finished with construction, to leave
Marilyn Ridge as a “brand new” community. This
includes damaged to concrete and your landscaping.
There is a car parked in front of my
mailbox. What do I do?
If your postal service is being interrupted,
please contact the Noblesville post office to report the
problem. This is a federal issue and the HOA is unable to
assist with this problem.
Why do we pay for snow plowing on public
streets?
The HOA Board decided to secure a snow removal
service in order to ensure our streets would be cleaned
in a timely manner. Being on the Southern edge of Noblesville,
we could not guarantee Marilyn Ridge would receive prompt
snow removal during the winter months. In addition, our
private alleyways are not part of the city of Noblesville,
thus would not get plowed. Our private contractor will also
plow the alleyways for those residents whom live in these
sections of the community.
Why didn’t the HOA tear down the
burnt down home on Lindley?
The home on Lindley was involved in a long
legal battle between the homeowner and insurance provider.
The HOA was unable to push the situation along at any quicker
pace.
